CSR was retained by Kilkenny County Council to assess the demand for, and supply of, open space and recreation facilities in Kilkenny City and County to enable local authorities to formulate and develop plan policies.
CSR’s approach was to carry out an extensive audit of all open spaces and recreational areas within the county but also carried out extensive consultations with local providers, sports clubs and the general public. The future requirements of the county were analysed through population trends and existing and predicted use patterns and specialised facilities.
Through this analysis CSR came up with a strategy for facility provision including built facilities, sports pitches, and a parks hierarchy, which was subsequently adopted by Kilkenny County Council.
